A person who occupies the political post shall assigns tasks to professional officers who implement them unless those orders do not comply with the law. The person holding political post should not be entitled to appoint or dismiss professional officers.

The person on a post reserved for politically nominated persons can not appoint or recall an official (nominated on a merit basis) while the official has to within his/her civil services duties observe the orders of hierarchically superior persons, including the minister or the person on whom the minister delegated a part of his/her powers.

However, some of the cases which appeared in the media show that the new Act on civil service has not been able to fully eliminate the habit of recalling public officials for political reasons.
