The state shall grant licenses for providing offshore services.
If companies or individuals providing offshore advice were obliged to obtain a licence in order to be allowed to provide offshore services, it would be possible to effectively regulate their activity, for example, if by concealing the ultimate beneficial owner they would help committing criminal acts.
