The institution submitting the draft law should be able defend the selected solution of the described problem in an independent committee of professionals. The decision of the committee including the reasons for the decision should be made public.
If the state institution preparing the proposal of a law had an obligation to defend the proposal of the problem solution before an independent expert committee, next to the public control there would also be an expert control of the quality and reasonableness of proposed laws.
