The law proposal is in the Gov't

The proposal of the Act on management and control of public finances requires, within the framework of the preliminary assessment of an expenditure operation, that before planned expenditure from the public budget is realized the expected results and impacts of the expenditure be assessed as well as the amount of funds to be expended in the preparatory, realization and operational phase. The obligation to perform the preliminary assessment is, however, dependent on the amount to be set by an internal regulation which is not anyhow limited and, hence, it is not clear whether or not this amount will be proportionate.
